Why/what is the small folded over piece of plastic on top of the cardboard next to the hole for? It is not on other bags of this kind I've seen!

Its a strip of paper with sticker and can be used to put over the bag hole once you ready to toss it out in the bin. It prevents the dirt from going all over the bin
