When the handle is upright, as when you are carrying the carpet cleaner around, the handle pushes one end of each of the two elevator levers, pushing them forward into the main enclosure. The other end of each elevator lever extends forward under the roller brush in order to keep it from hanging down.
When you are cleaning a carpet, the handle is at a 30 to 80 degree angle to the floor and does not push on the elevator levers. Springs inside the main enclosure push the elevator levers backward so that they do not engage with the brush roller and allow it to brush the carpet.
