Will this axle also fit a bissell model 1793 upright vacuum - it looks exactly the same but the length and diameter is what I'm questioning

No, it will not.
I learned the hard way: the clip is the wrong diameter. You need 203-8063.
(The 161-0185 assembly referred to in the answer from 19 Dec 2018 has no common parts with the main rear wheel or its axle.)
