Why won’t the front roller brush on my Bissel Proheat pet carpet cleaner spin? It has been thoroughly cleaned.

The front brush roller spins via a belt on the left hand side that connects it to the back brush roller. When the back roller spins, it turns that belt which makes the front roller spin. Probably the belt is broken or missing or it has slipped off the teeth.
